Some of the games on that list such as Over My Dead Body are published by Sony themselves. That seems hard to get the rights from them.

Well it really depends on the contract between the Developer and Publisher which has control when it comes to foreign releases. And even if that weren't so, I'm not sure that Sony is difficult to work with on such things.

XSEED has published SCEJ titles in the past (Brave Story: New Traveller, Wild Arms 4, 5, and XF). SCEJ isn't a hard company to work with, and license games from. If SCEA passes on an SCEJ game (which they have many times) other publishers are free to license the game and localize it.

Well that's good. Glad to see Sony is more leant.

So To Heart 2 and Criminal Girls are on the list. (As not safe for work label)

While im not interested in Criminal Girls, the reviews have been suprising positive. Going by other message boards, there is a demand for this game. I heard it bombed in Japan though.

As for To Heart 2, the first week sales for it were pretty good it seems. And I love dungeon crawlers so I really wish someone would give it a chance and pick it up.

We need more dungeon crawlers! *waves flag*

Speaking of the base To Heart 2 (read: the ADV datan), the all-ages PSP release was censored. And since all-ages releases are censored to begin with, that makes the PSP version double censored.

... well, it was either To Heart or To Heart 2 which was double censored. I forget which, but still.

Of course, To Heart 2 was an all-ages game to begin with (the aptly-titled PC-only X-Rated version was released afterwards), but still.

Still not sure what makes the dungeon-crawler spin-off NSFW, though, but it's definitely not pornographic in nature, as Sony obviously doesn't allow such titles as honest-to-goodness PSP games. Of course, there are obviously pornographic DVD-PG titles, but those fall under the technicality of the UMD Video format, which Sony doesn't have much control over. It's also why Region 2 UMD Video pornography exists.

Alkaiser: Look up screens for the game at psps native res (480x272), and then lets see if you still think its suitable for all ages. Its not as bad as Criminal Girls, but its definitely not the kind of game that would get below a 17+ mature rating from the ESRB either.

Otherwise here's the kinds of pics google comes up with for the game, which at the very least are highly suggestive:
