Can someone tell me how the graphics in this game stand up to other Vita games?

Not really. It looks pretty much the same as the 3DS version except with less aliasing, though in this case there really shouldn't be any aliasing at all.
At least it's looking good on all platforms, you can't really say that the PS Vita/3DS version would have worse graphics because of the PSP version.
So, what's the story all about?
According to wikipedia:
'One particular day in 2013, a mysterious hole, called "Lost Hole", emerged from the sky, and along with it, came an enormous explosion that devastated the central Tokyo and claimed the lives of many.
Eighteen years later on April 28, 2031, in a newly rebuilt metropolis, a new event is about to occur, one that could change the fate of the world forever.'
From what I have read, there are five playable characters each with their own story. It's unknown yet how and if their paths will cross, but the story is going to be legendary either way
