I don't think any of the Kiseki games have fan translations. I know there was apparently something in progress before XSEED picked up the trilogy, but it would have taken forever and now it's dead anyway since someone picked up the rights to the series.
But there are some people who are apparently dedicated to seeing these games in English. Apparently the plan is to pickup wherever XSEED leaves off, but if you think it's taking XSEED a long time to release the games... well, you best be prepared to wait even longer for fan translations.
An English patch? Let's see...none in existence, because nobody is crazy enough to tackle a script that is possibly bigger than SC. Maybe except for XSEED...
Chaosblade: There was one fan translation group which was lead by omgfloofy though they only got as far as the prologue...then you know what happened next.

It looks that we have a Dragon Quest problem here where It took them 25 years, several ports & a company merger to get the entire main series in English "Dragon Quest 6 was released in English last year"..
