I didn't experience any annoyance with the framerate or loading times personally. The game just felt like a longer but slightly less tightly balanced (in terms of enemy progression, there are noticeable sudden spikes) Oath in Felghana.
I was playing the EU PS2 version, but I could turn the voices off and have the text in French which I was happy with. I don't see any reason why anyone who enjoyed Oath and Origin wouldn't like PS2 Ark of Napishtim.
I would add that I found the game significantly harder than Oath and Origin, even though you do have healing items. The duel with a certain swordsman near the end of the game was just painful for me on hard mode. Obviously this is subjective and also depends on your playstyle ( I don't like to grind enemies except when just exploring), but my feeling was that, roughly speaking:
Napishtim normal= Chronicles normal/hard =Oath hard = Origin hard/nightmare= 7 nightmare

I'd need to replay Napishtim to really assess it's difficulty, considering I missed two armor upgrades in a row. By the time I got one boss, I believe it's the one right before you meet up with Dogi, I may as well have been playing on Nightmare because holy crap, it would kill me in like 3 hits.
Any updates on this? I just beat Ys Origin and I'm craving more Ys. Yes, I also beat OiF.
Same as it's been previously, I would imagine. The PC version is open for licensing, it's mostly a question of "getting a new script in there" since Konami probably holds the rights to their translation of the game.
Probably worth keeping an eye on this apparent big announcement to come in January about a lot of their titles at once.
