Translate ps1 games that never made it to the states and put em on psn
.....and we'll buy 'em.
There's a number of good ones like... I dunno.... the Langrisser Series?
Or... cough.... the first Growlanser?
(which reminds me... about that Growlanser PSP port....).

As an Industry Dude, I can tell you right now that doing this is essentially impossible on multiple fronts. The PS1 emulation on the PS3 doesn't quite work that way, the source code for some of these games may have been lost over time, Sony might not be interested in having games that old on their service... the list goes on.
I know this request was made in good faith and hope, but really... don't hold your breath on it. As good an idea as it may be on some level, there are skyscraper-tall walls standing between anyone and making it a reality.

SpaceDrake is right. I've barked up this tree numerous times, as there are a lot of really great titles on Japanese PSN that I'd personally *love* to work on... and while it's not COMPLETELY impossible for something like this to happen, the stars would pretty much have to align PERFECTLY for it to do so.
We'll definitely pursue some of these titles if there's a demand, but the likelihood of actually getting them is very, very slim, I'm afraid.
...Still, don't give up hope! We've worked miracles before (by which I mean, we actually finished Trails!), so maybe we can do it again.

Growlanser PSP would be fantastic. People have been requesting the first Growlanser for as long as I can remember. When Working Designs was, well had to release Growlanser Generations as a combined set they said they wanted to put in the PS1 version of Growlanser with it, so you'd have the whole trilogy. Apparently according what they posted on their forums, Sony policy at the time wouldn't allow them to bundle a PS1 title with PS2 games, thus it never saw the light of day.
I'd still love to play the PSP version though if somehow you guys got a chance to do it, but I imagine you guys have your hands full as is.

Arc the Lad was an exception, then. Maybe Sony did something with that as well, maybe Sony was considering it since the PS1 after all.

While I can think of a few hundred PSOne imports I'd LOVE to see localized, it's (as noted above) not exactly something to lay all your chips on. Still, there were a load of canceled titles that were completed or in assorted stages of localization that would be interesting to see as some sort of "historical" package deal (in a perfect world).
I know Enix had Blade Arts and I think Remote Control Dandy in the works (played bits of both at an E3), Acclaim had looked into bringing Spriggan: Lunar Verse out in the US for a brief period and then there's stuff like Lord of Monsters which wasn't localized, but had some English in the menus and unique games such as Brightis, Vampyr and a ton of other cool games that we missed out on. On the other hand, lol... we ALMOST got Metal Jacket here from EA and that's a crime I'm glad never took place...

I'm surprised that digital distribution hasn't made something like this suggestion more plausible, but then for whatever reason there's always been an issue with older generations of games no longer being seen as valid in terms of sales numbers (regardless of whether the original materials are fully available).

I'd say between the need for all sorts of tweaking to get certain games to run in HD (if it's even possible in some cases), the trickiness of working with multi-disc games (WHY oh WHY wasn't Kowloon's Gate EVER localized??? based on what I've read, it was supposed to be translated and then... *poof!* nothing!) and other factors make this something of a hellish task (not counting tracking down code that might be lost, getting whatever legal issues cleared up and so forth and so on)...
That and it seems that SCEA prefers to take a more "forward" approach to how it presents its current gaming library (which IS kind of annoying, I want to play PANEKIT, Nessa No Hoshi, Doki Ohki and other games completely in English and see others having a blast with them as well!)...

It's a shame alot of these old games were never translated and they should have been when they were first released, but we should move forward instead of backward. The localization companies have a hard time keeping up with localizations of current games let alone trying to localize games from 12 years ago. In fact, there are many games released now that may not see a US release and we shouldn't have to wait 10+ years to play games that are being released in Japan now because companies are too busy localizing games from 10+ years ago.
