Looks like an amazing game, but the chances of it being localized are incredibly slim, and even if it was, it would be a digital only release.

Because there's more money to be had by focusing on the Vita and 3DS right now rather than a system at the end of its lifespan that's plagued by piracy.
As long as it's DD-only, the publisher's profity margin isn't that risky, hence why XSEED did Corpse Party even if it was a risky move.
Plus, being a PSP title means it will probably be playable on Vita as well.
And XSEED probably knows how much the Vita's launch impacted the sales of their PSP library, as Corpse Party always charted among the Top 20 PSP Games, and has over 1000 ratings as of yet.
I think this will depend on how big the game is and how much there will be talked(voiced) in the game.
